Chief Tolan was appointed as Chief of the Falmouth Police Department in September 1995. Prior to his appointment he had served for four years as Chief of the Gorham Police Department. He began his law enforcement career in 1973 with the Cape Elizabeth Police Department and served until his appointment as Chief in Gorham in 1991. During his time with Cape Elizabeth he served as a patrol officer, detective, patrol sergeant and captain. A veteran of the U.S. Army he served as a military policeman in Viet Nam and the Washington, D.C. area.
Chief Tolan is a graduate of the Maine Criminal Justice Academy, and holds a Bachelors Degree in Criminal Justice from the University of Maine and a Masters Degree in Criminal Justice Administration from Western New England College. He is also a graduate of the 174th Session of the FBI National Academy in Quantico, VA. He is a member of the International Chiefs of Police Association and the Maine Chiefs of Police Association, where he has held various appointed positions. Chief Tolan is married with three children and has been very active in community organizations since coming to Falmouth.
